Silverware

I have a lot of antique tarnished flatware. Is all sterling silverware marked sterling? If not, how do I tell if it is sterling?

Whenever I buy silverware or cutlery, alot of times they seem to get rust spots on them. I remember reading somewhere that there is a certain percentage of certain metals that you should look for when buying. I'm not even buying the cheap stuff either! Thanks in advance for your help.
