if they are metal u can try putting them in a pot with water and baking soda.just dip it in if there is plastic on it.then just sterilize them......but if any thing look at yard sales or ebay or just go to a store and get new ones

You can also look at an antique store or eBay they might have some on there .
I'm a bench jeweler and without seeing these and the fact that paper stuck to them. It seems they melted a bit in the fire, now this could be plating that melted or the actual spoon. If you know it is silver it can be polished and cleaned in a jewelry store. This isnt really a do it yourself project you need a polishing wheel to get the effect of a finished piece, and to get the firescale off.
If it is plating it will never turn bright again. Plating burns and turns black, usually frying itself to the metal piece.
Old baby spoons and such can be found on E-bay of course. Also look alikes can be ordered from jewelry stores or department stores. Places you would make a bridal registy or buy flatware will have baby spoons in an antique design at least.
