Find flatware that's made of 18/8 or 18/10 stainless steel. It sounds like your flatware (which isn't really made out of silver) doesn't contain enough stainless to keep it from rusting.
It comes in many price ranges. I got a good set for my office from a restaurant supply and paid less than 15 dollars for a full service for 12. Restaurant supply goods are usually made to take a beating so you know you'll be ok with them using them at home. They're also usually cheaper than stores like Bed Bath and Beyond, Target, Walmart, etc.
You can find good sets at Bed Bath and Beyond and Overstock.com as well.
